A. What is the path proposed by President Guaidó, the unitary alliance and our international allies to achieve a solution for Venezuela?
A National Salvation Agreement that must arise from a process of pressure and negotiation between the legitimate democratic forces of Venezuela, Maduro’s regime and international powers. Said agreement must have the objective of agreeing on a series of commitments between national and international actors, with an impact on the future of the country.
The purpose is to achieve the entry of vaccines and humanitarian aid, economic recovery, democratic guarantees for all those involved in Venezuelan politics, release of all political prisoners and free and transparent general elections.
B. What is and how is the National Salvation Agreement proposed?
It is an Agreement that must arise from a process of negotiation between the parties that can really assume commitments and actions that result in a real solution to this serious situation: the legitimate democratic forces, the regime, and the international community.
Only an agreement that includes these actors will be able to provide a timely and real solution to the crisis. Any other parallel negotiation will only prolong the suffering of Venezuelans, as has happened on other occasions.
It seeks to achieve a real and structural solution to the crisis, not minor changes or concessions for the survival of some actors in the country.
The objective of this Agreement is that, after completing the negotiation process with international facilitation, the following is achieved:
The convocation and publication of a schedule of presidential, parliamentary, regional and municipal elections with electoral conditions and international recognition.
The massive influx of humanitarian aid and vaccines against COVID-19.
Democratic guarantees for all political actors, Chavismo and the opposition, with measures of reconciliation, reinstitutionalization, release of all political prisoners and transitional justice.
An international commitment for the recovery of Venezuela and incentives for the regime, including the progressive lifting of sanctions, which will be conditional on compliance with the Agreement.
This will only be possible through a simultaneous process of national and international pressure and negotiation.
C. Why propose an Agreement with international participation as the solution to the serious crisis at this time?
Venezuela is in intensive care. We must find the quickest and least traumatic solution to stop the destruction of the country and prevent more Venezuelans from dying.
The regime continues to block electoral and institutional ways out because they continue to kidnap and control the CNE, the TSJ and other institutions. In the same way, and despite we having promoted mechanisms such as TIAR and the principle of Responsibility to Protect from the National Assembly, the Legitimate Government and the democratic forces, these are solutions that do not depend on us and take more time. Additionally, the international community has made it very clear that it is a priority to promote a negotiated solution.
The urgent, viable option that has international support and that can really provide a solution to the country is to create the conditions that force the regime to accept a National Salvation Agreement.
D. How is this agreement different from the negotiation or path proposed by other individuals or actors through the supposed new rectors of the CNE?
There are three big differences:
It takes into account the role of the international community as a determining actor that can generate incentives, pressure and guarantees for the agreement.
It seeks a real solution to the crisis, it does not seek power quotas or spaces for improbable changes in the medium term. On the contrary, it aspires to structural changes to achieve a true resolution to the terrible emergency that our country is experiencing.
This Agreement is public, both in its call and in its result. Although obviously every successful negotiation process involves private conversations and dynamics, the process, its actors, negotiators and objectives will not be secret. It will be informed about its different phases, who makes it up and what its results will be.
E. What do we propose to do so that this time a negotiation process is successful?
President Guaidó has made it very clear that the dictatorship’s record is sufficient to know that it cannot be trusted. We also know that it will always prefer to maintain a route of division against the democratic forces using false promises and repression. Therefore, the only way to guarantee that this time the result is different is by promoting the commitment of the international community regarding the taking of forceful actions against Maduro if he refuses to reach an agreement. For this reason, the negotiation process is accompanied by pressure and citizen mobilization, and by a strategic unity and purpose among the actors of the democratic forces.
Thus, President Guaidó, the National Assembly and the democratic forces will convene a national and international campaign to demand actions and commitment from all actors that can make a National Salvation Agreement viable.
F. What about the regional and municipal elections?
We must be clear that the convening of regional and municipal elections will be the next dilemma that the dictatorship will pose to the democratic forces to seek to divide us and weaken our position.
The call to all is to put the focus on pressure to achieve the National Salvation Agreement that includes conditions and guarantees for all electoral processes, to be prepared and to evaluate together any scenario to make the decision that guarantees the greatest unity and puts the dictatorship in trouble.
As long as there is no real pressure and also negotiation with the international community, the dictatorship will continue to steal the elections, ignoring powers, appointing ‘protectors’ and deepening the crisis.
